Network of Solidary Cooperation and Commerce
During the past two decades, an intense rural exodus has ensued in
the region as a product of the development policies adopted for
agriculture, with an excluding-type of modernization that privileged
export crops in detriment of the traditional family-based production.
The families of the small rural municipalities have massively migrated
to the city of Pelotas, producing disordered urban growth and a
significant population living in a situation of extreme poverty. To face
these challenges, priorities have been defined to foster the
territorial development through the support to family-based producers,
quilombola groups [communities that descend from escaped slaves],
settled families of the agrarian-reform program and artisan fishermen,
and to expand the food-security programs as a way to face hunger.
